New Mexico has a complex gaming background. When the IGRA was signed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a working group in 1990 to discuss an accord with New Mexico Amerindian tribes. When the working group arrived at an agreement with two prominent local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was a certainty. But when the new Governor signed the contract with the American Indian bands, anti-gaming groups were able to hold the contract up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, therefore denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full contract between the Government of New Mexico and its Native bands. A decade had been lost for gambling in New Mexico, including Native casino Bingo.

The not for profit Bingo industry has grown since 1999. In that year, New Mexico non-profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo revenues have increased steadily since then. Two Thousand and Five saw the largest year, with $1,233,289 earned by the operators.

Bingo is certainly beloved in New Mexico. All types of providers look for a bit of the action. Hopefully, the politicos are through batting over gaming as an important matter like they did back in the 1990’s. That is most likely wishful thinking.
